Jeffrey Scott is head of Capitol Payment Plan, which provides personal lines premium financing services in all 50 states.

Professional Experience—Founder of Capitol Payment Plan, Mr. Scott also previously owned and managed New York State's largest wholly-owned non-standard auto insurance agency, with 23 offices throughout the state. The agency was purchased by Progressive Insurance Company in 1999.


Mr. Scott is a graduate of both NYU School of Law and Stern School of Business. He was a founder and past president of the NY Auto Agents Alliance and serves as Vice President and Counsel to the NYS Premium Finance Association and president of the NJ Premium Finance Association. Mr. Scott has provided numerous consultative services to the NYS legislature and NY Automobile Insurance Plan. Mr. Scott also served on the joint committee of the NYS Insurance Dept. and the NYS DMV implementing the Insurance Information & Enforcement System (IIES).

Jerry Fastman is the Director of Marketing of Capitol Payment Plan, which provide insurance premium financing services in all 50 states.

Professional Experience – Over 25 years of experience in Insurance Sales and Financing. He was owner and operator of his own insurance agency for over 10 years in New York and New Jersey.
 

Mr. Fastman is a graduate o f the New York Institute of Technology and a licensed P & C Insurance Broker in New York and New Jersey. He also serves on the board of The New York Auto Agents Alliance.
